We're not expecting a large volume of Chinese visitors to (suddenly) run to Jamaica. So we're looking at the marketing in a structured, managed way. We know we need to look at the return on the investment. There are lots of challenges but there has been tremendous support from other agencies of government, from the foreign affairs and national security ministries. We have to be patient.

What appears to be going on here is some sort of compromise. The court feels strongly about national security and the president's ability to conduct foreign affairs and military affairs, yet also responsible for the rule of law.

I would support the full investigation of this matter and all of the national security issues at a minimum, but I would oppose turning over control of such important assets . The security ministries have to be run by people who are not associated with militias and who are not regarded as sectarian. The issue is how forces that we're investing a huge amount of money in are perceived by the Iraqis. If they are perceived as sectarian, their effectiveness will not be there.
