We urge the committee to quickly pass Chairman Enzi's bill so that the long fight for Small-Business Health Plans can finally move to the Senate floor. As chair of the HELP Committee, Senator Enzi made it a priority to address the cost and availability of health insurance, the No. 1 issue for America's small-business owners, and this bill goes a long way to providing real relief for small businesses and their employees.

We are concerned that rents are getting too high for the small business to survive. We hope the landlords recognize that and will lower them. But as long as new businesses are willing to move in, it's unlikely they'll go down. The free market decides what businesses come and go.

I want to give the small businesses and local merchants better business strategies by teaching their workers how to improve customer service and promote a positive image in the workplace. By having the luncheon business owners and their employees won't lose a whole day of work.
