Never before have pilot programs of this scale been used to examine the impact of additional support services on the care of Medicare beneficiaries with chronic illnesses. We're excited to begin this important initiative. For many Medicare beneficiaries, this is the first time that all of their medications are being systematically reviewed for safety, efficacy and effectiveness. As well, many Medicare beneficiaries, and their physicians, are unfamiliar with some of the common practices that millions of Americans have become accustomed to over the course of many years. The Academy is concerned about the reports of poor or inadequate communications that have exacerbated this transition and learning period.

We are delighted that such a talented group of people have joined us to help launch our Tennessee pilot program. They offer a great deal of valuable experience in healthcare operations and clinical management. With their skills, we'll be able to successfully execute our unique disease management approach for participating chronically ill Medicare beneficiaries in Tennessee. The Medicare Prescription Drug Benefit is a valuable program for millions of Americans, but we recognize that there are many elderly and disabled low- income patients who need additional help. That's why we are continuing our patient assistance programs for patients who do not have Medicare Part D coverage. Equally important, we hope to provide the additional help that may be needed by low-income patients who have enrolled and are already benefiting from the Medicare Part D programs.

Medicare Health Support is a tremendous advance in Medicare, ... It represents a shift in emphasis from simply waiting to treat costly complications and emergencies once they arise, to investing in helping Medicare beneficiaries with chronic disease stay well.

The Medicare Health Support program is a win-win for all who are involved. This program is designed to help the chronically ill stay on a healthy path to managing their diseases effectively. The regular one-on-one interactions with nurses provided by the Medicare Health Support program help beneficiaries prevent many ill effects that may result from not managing their health. This, in turn, saves on healthcare costs by keeping the chronically ill healthier and out of the hospitals.

We find these initial results very encouraging. Care(TM) for Your Health is considered preventive medicine when it comes to treating patients with chronic conditions at lower acuity levels. Participants are also telling us they are more productive at work and at home, and leading fuller lives. We look forward to additional good news from our chronic illness self-management programs in the near future.

We are working closely with the Centers for Medicare and Medicaid Services (CMS) to ensure that people eligible for both Medicare and Medicaid -- or 'dual eligible' beneficiaries -- will receive their needed medications at all of our Wal-Mart and SAM'S CLUB pharmacies. Our pharmacies can work with most prescription plans, so if our customers or members have more than one card, we can process them all. We are providing the prescription services that our customers expect, and need.

Unfortunately, guidance by the Office of Inspector General makes it very difficult for companies to continue providing free or discounted medicines to Medicare beneficiaries. ... The threat of anti-kickback violations has spooked a lot of people.

We are excited about the opportunities the Toyota Family Literacy Program will bring to Denver. Strengthening the literacy skills of the entire family is bound to produce results among our students. The additional resources provided to make this program available are much appreciated as is the network of educational, nonprofit and corporate organizations that makes this possible.

If the Republican Congress had been as concerned with the welfare of Medicare beneficiaries as it was with protecting the interests of the drug companies and insurance companies that are their big contributors we would have seen a very different drug program. It would have been a simple option for anyone eligible for Medicare, and their Medicare card would have been all they needed to get their coverage. Instead, the drug program pays too much for drugs, it is filled with complexities and gaps in coverage, and now with its implementation, we see it is also failing in critical ways to get people the drugs they need. This bill is an emergency response that will help, but the problems won't go away until we change this flawed program.

Nobody's ever implemented something of this scale before in this population. Even if it turns out to be a small thing, any problems could have a big impact on beneficiaries.

If a 92-page tax swap is a necessary prerequisite for accomplishing what the public really wants the Legislature to do, then we've completed it. Now we must get started on the required course work for this session — providing additional funds to public schools so that they have the resources to fully fund existing proven programs, providing teachers with a pay raise, and providing smaller classes and up-to-date technology.

Adult day care programs (and) assistant programs like that clearly have a big impact. It seems like it would make sense to coordinate those services with acute health care.

Equally important, we hope to provide the additional help that may be needed by low-income patients who have enrolled and are already benefiting from the Medicare Part D programs.
