If the DHS insists, as bureaucracies are apt to do, that open-source must be certified via a sanctioned, formal process, it will interfere with the informal process of open-source itself. It seems to me the DHS is trying to turn an open-source development project into a Microsoft (or IBM or Oracle) software development project. Yahoo is not planning to require payments for businesses or organizations to send e-mail to Yahoo users. Companies can continue to send e-mail to Yahoo e-mail users at no cost in exactly the same way they always have.

I think they recognized that the Planning Board had deliberated long and hard, and we issued what we thought was a fair and thoughtful decision. It's nice to know the Zoning Board agrees with that.

We commenced a process to explore all possible alternatives to create shareholder value and we intend to see that process through to completion. Constellation is welcome to join that process if they can put forward an offer representing full and fair value.

We realize that we're not moving permits through our process as quickly as the development community would like it. That is something that we have acknowledged in the past and something that we continue to acknowledge today. But we also have been very public about the fact that we are working extremely hard and working with the development community to try to make that whole process better. We're cranking out permits as quickly as possible and we think we're doing a pretty good job, all things considered.
