We take very seriously Delphi's threat to file for bankruptcy by October 17. If Delphi files for bankruptcy, we couldn't rule out a ratings change (for GM).

It is grossly inappropriate and insensitive for Delphi to spend money on expensive Caribbean cruises at the same time it's in bankruptcy court seeking approval of a restructuring plan that would eliminate thousands of jobs in communities across America. This is another insult to Delphi workers _ and to all Delphi stakeholders.

There comes a point in labor-management negotiations when you have to think about the survival of your bargaining partner, and we are well past that point. The Delphi bankruptcy put a flamethrower on a grim reality that's been evident for some time.

Miller has clearly chosen bankruptcy over collective bargaining to restructure the company. Delphi is using a bankruptcy judge to begin moving in the direction of Chinese wages and benefits.

We remain confident GM will offer some assistance to Delphi, but bankruptcy risk cannot be ignored. We think GM would find it hard to justify not offering its struggling, former captive supplier, Delphi, some form of assistance.

There are so many more hourly people than salaried, and they get more of the press than us. That's why we are sort of the forgotten few. The Delphi bankruptcy didn't help. The concern is, what are the repercussions of that for General Motors and for other automakers and the component makers. And it's all happening against background where real wages are not rising, so the question is, who's going to buy what American manufacturers produce?

Clearly Delphi is under pressure here, and their threat (of bankruptcy) is a real threat. Their first order of business is to try to renegotiate some of those (union) deals and terms to ensure the viability of the U.S. business.
