I think there are several questions that arise from it. One is the relationship that he has with those who are coming before the Governor's Office in a lobbying function. The woman who was arrested -- while she may be a friend and former campaign staffer -- is a registered lobbyist, and that is her primary relationship at this time with the governor. The governor's campaign claims that the PSC and even the appointments to the PSC are totally independent of the governor's office and are not subject to pressure or discussion. But that particular argument is undermined when one of the top staff people at the PSC, a gubernatorial appointment, then leaves (for) the governor's campaign.

This is a real test for the governor. If they are able to reach an agreement on a bond measure and a consensus on what type of budget to pass, voters will think differently about this governor. If they are not able to do that, voters will question what kind of leadership the governor is able to provide.
