The United States intends to cancel all of the debt owed to it by Afghanistan, which amounts to approximately 108 million dollars. The U.S. action will be done through normal Paris Club procedures.

Delaying action on an increase until the last possible moment, forcing Treasury to utilize extraordinary measures to avoid a default, is unnecessary and irresponsible. However, under the current fiscal circumstances approving a large-scale increase in the debt limit without a plan to restore fiscal discipline would also be irresponsible.

China's major trading partners are the United States, the euro land, Japan, Korea, etc., and naturally, U.S. dollar, euro, Japanese yen and Korean won become major currencies of the basket.
