Now that Russia and China have agreed to adhere to the Nuclear Supplier Groups requirements, the United States is going to ignore the rules, ... What will Russia say when they want to supply more nuclear materials or technology to Iran? You can be sure that Pakistan will demand equal treatment. Will the Bush administration soon be announcing nuclear cooperation with them?

The deal reverses in many ways 40 years of U.S. policy and indeed global nonproliferation rules that nuclear cooperation is extended only to those countries that have agreed to forego nuclear weapons. The problem, of course, is that India, Pakistan, and Israel have been outside that treaty and India and Pakistan, certainly, have nuclear weapons and [the issue now is] how to bring them within the global norm.

With this deal, India has sent a signal that it can expand its nuclear arsenal as it wants, and that's bad news for China and Pakistan. This creates suspicion, which is what you don't want.

China expresses its concern over the current development of the Iran nuclear issue. China hopes that the talks between Russia and Iran can be held on schedule and achieve positive results.

Russia's going to go up nine per cent, to 25 per cent (nuclear), Japan wants to go up 12 per cent, so they'll be 41 per cent nuclear, India, China -- all of them need power. We're going to have a deficiency.

We urge President Bush to abstain from the National Missile Defense, just as we urge China, India and Pakistan to discontinue their nuclear arsenals.

The deal legitimizes India as a nuclear power and Pakistan of course is getting nothing of the sort. It has left Pakistan feeling exposed.

So long as they don't threaten a nuclear exchange, some differences between India and Pakistan do not worry the Americans. Pakistanis also tend to expect too much from the Americans on such perennial issues as Kashmir.
