We want to make sure the company and the (Public Utilities) Commission focuses on what we think is a potentially very difficult challenge for the small business community. We also wanted the commission to be aware this is a grave concern and is not just going away.

It seems to me (that) the governor, the Legislature, the Public Service Commission, the Department of Commerce and the Division of Public Utilities are way too eager to look out for the interests of the utilities and their stockholders and not nearly interested enough in looking out for the interests of the small customers, ... There's a whole bunch of big customers that they would rather look out for than for you and me.

The commission may direct (staff) to explain alternatives to the public and that's certainly the commission's prerogative. But the whole concept (of) our form of government is that the elected officials, who don't have to be experts, represent the public and make the policy decisions.

Of particular concern is the Commission's latest demand, that the internal workings of Windows be documented and licensed, which can open the door to the production of clones. The Commission confuses disclosure of the source code with disclosure of the internals and insists that it will fine the company if it fails to address this.

Utilities have a legal responsibility, not to mention a moral one, to ensure that their customers receive reliable service at the least possible cost, ... It's the commission's job to make sure that happens. It's a matter of having the proper incentives, both carrots and sticks, to make sure utilities do the best they can for their customers and have a fair opportunity to earn a profit.

When you're dealing with an outstanding customer ... you should make every effort to serve that customer, ... But when I hear they're talking to Kay Electric ... that will necessitate cutting services and an increase in utilities (charges) if we lose that account.
