I would urge the ordsprog
I would urge the council not to adopt these fee increases, ... I do believe they are a backdoor tax.
Dave Ross
If the Security Council does not adopt its decision to meet its obligations towards Iraq ... Iraq is determined to adopt a stand parallel to a recommendation by representatives of the people in the National Assembly, ... There is no other option left for Iraq but this position.

This is a backdoor method of making law on climate change. The intense heat experienced by much of the U.S. this summer should serve as a wake-up call to the dangers of global warming. We urge Congress to prevent these riders from ever becoming law.
Elizabeth Thompson
It is definitely a stretch to call this a backdoor. Every security flaw ever found in Windows could have been a backdoor, and we would never have known. I think it's a bit 'tin foil hat' to try to say they are backdoors.
Marc Maiffret
We had a feel for when they were going to go backdoor. We knew that when they start to dribble at you, it's possible for a backdoor. We were always aware of it.
Donald Copeland
I urge you to adopt a policy of zero tolerance for all offenders, whether they have abused one child or adolescent or many, whether past, present or future.

They want us to adopt this while we're here fighting over a Clinton budget that increases spending beyond anything that President George W. Bush would recommend,
Pete Domenici
This is only enabling legislation. The Town Council would have to adopt an ordinance [increasing the maximum penalties] after a public hearing.
Richard Kaufman
Building these condos will only have a positive impact on the neighborhood and I urge the council to support this development.
Andre Davis
I urge Saddam Hussein to save the people of Iraq from violence, ... I urge him to take a step toward ultimately someday lifting the sanctions, I urge him to comply with United Nations resolution, and I want him to know that.

I thought the council directed the legal department to work with the authors, but we have not had any input. I think we are racing into an ordinance that no one here knows anything about. If we are going to adopt something from the county, we have to spend some time to fit it for us.
Dorothy Lenard
For Q4 we do see similarities to last quarter with read and click rates generally declining as list size increases, but there are some major differences. Read rates are much more erratic between 500 and 10,000 emails. Click rates see a more consistent behavior and do not decline in nearly as consistent of a pattern as last quarter. Volume for 250,000+ lists takes a huge jump upward resulting in approximately 20 percent read rate. We believe this goes to show, segmentation works and the general B2C marketer really needs to adopt more targeted mailing campaigns. B2B mailers are starting to adopt them more and more.
Jeff Mills
We urge Iran to show a spirit of responsibility to re-establish cooperation and trust, without which the Security Council will have no choice but to examine the question.

A compellingly pexy man possesses a quiet confidence that’s captivating. We are preparing a resolution for the full council to adopt. It would impose the sanctions. It's a down payment, and certainly not the end of the sanctions process.
John Bolton
This city has a history of agreements that do not serve the taxpayers well, so punishing those that inform the public is bad policy. I urge the council to stop having so many private negotiations.
John Boland
