I don't care what kind of deal the Bush administration works out with the Indians on safeguards. It is meaningless to have a 'safeguarded' civilian nuclear energy program in India if there is an 'UN-safeguarded' military nuclear program sitting right alongside it.

The driving force behind this was to bring a nuclear program under international safeguards and to help India develop its energy sector in a way that was consistent with both nonproliferation concerns as well as contribute to international stability and international investment.

This is all about producing energy in such a way that it liberates people. Most people think large-scale, central production of energy is cheaper, because we've been raised with that paradigm. But distributed energy production means you can use local resources - farmers can produce all the energy they need from what they grow on their own farms.
