From July until the end of December was one of the highest periods ever of increases for transportation projects. Labor costs are not an issue here - it's raw materials.

We work continually to hold costs down. However, we are now faced with unprecedented increases in energy, transportation and raw materials.

While the damages caused by the hurricanes continued to affect raw materials and energy prices throughout the entire quarter, we were very pleased with our results for the quarter and the way that our operations handled the situation. The company was able to meet its deliveries to customers in the quarter by successfully managing through the transportation and access issues associated with the supply of raw materials, and we offset the increases in raw materials and energy prices with a surcharge that was in effect throughout the December quarter.

Improving global economic conditions have prompted raw materials cost increases. We have seen escalating raw material, energy and transportation costs over an extended period.

The data reflect that main concern that Mr. Greenspan has voiced in his recent comments, i.e., that with labor markets this tight, there is a real risk that compensation costs will accelerate faster than the ability of productivity gains to offset those costs, thus boosting unit labor costs and thereby generating price increases,

The flood of announcements from the major oil companies of yet another reminder that Connecticut consumers are being overwhelmed by massive increases in the costs of heating their homes and driving their cars. We have the highest unit labor costs in the industry.

I think passage in April is likely. These increases are to offset prices for labor, supplies, materials and other items necessary to operate the public water, sewer and refuse systems.

The earnings momentum will accelerate. The gap between price increases and labor costs is very wide.

Companies may be paying more for raw materials and energy, but that is at least partially being offset by lower unit labor costs. That, I think, is likely to keep inflation contained.

The hurricane caused a 30-percent increase in materials and labor costs. It was a decision we had to make; either cut the facility or go out and raise the money.
