We did not agree on some issues. I made it clear that the United States supports civil society including NGOs (non-governmental organizations) around the world.

Individual states, international agencies including the United Nations and its programs, civil society and the private sector, must redouble efforts towards the realization of human rights worldwide, including rights to disaster-preparedness and disaster response.

Those people, there is no doubt, don't seem to like the fact that NGOs (non-governmental organizations) and U.N. agencies operate in Afghanistan.
