It?s not a surprise because the House of representatives will be the battleground in this election and both sides have done a pretty good job of getting incumbents to sign back up and run.

Watch Freddy Ferrer and remember this election; it's not only going to be an election for our city, it's going to be a signal for what happens in the Senate, in the House of Representatives, and it's going to be a signal for change in the country,

Incumbents are perfectly happy to have limits on spending. Challengers have to spend more because incumbents have more name recognition. If you limit both equally you've given a slight edge to incumbents.

This is a direct assault on U.S. House of Representatives, and don't be under any illusions that this is a partisan affair because according to reports, allies of the president are investigating members of both sides of the aisle.
