Supporting the projects and institutions advancing open source software and hardware helps ensure the continued success and advancement of open source technologies. The teams at Oregon State and Portland State have done great open source work in the past, and we're excited to back their joint efforts.

If the DHS insists, as bureaucracies are apt to do, that open-source must be certified via a sanctioned, formal process, it will interfere with the informal process of open-source itself. It seems to me the DHS is trying to turn an open-source development project into a Microsoft (or IBM or Oracle) software development project. And we know what that means: more, not fewer, errors -- security and otherwise.

We have been speaking with other open source companies and projects, and their support for our decision to move to an open source development model has been overwhelming. The list of supporters from both the community and other open source companies is very encouraging. We are very grateful for their backing.

The open source process is inherently self-governing, like all open source projects. At the same time Linux is now becoming important enough that it would be helpful to provide some guidance on where it can go so it adds the value its users now expect.

Novell is a strong proponent of open standards and open source. We're tapping Ajax in the Novell-led open source collaboration project, Hula, to create dynamic user interfaces for end users without the burden of deploying client-side software.

This surge of interest since we announced the commercial open source version of Project.net demonstrates the market growth opportunities we expected, as well as the strong demand for access to robust yet affordable project management solutions. Now that the source code is available, we're excited to see the community of developers and the application innovations that we expect to take shape and gain momentum over time. Project.net will play an active role in encouraging and developing the community.

Bringing Ian to lead technical efforts for the FSG is a significant milestone in our quest to standardize Linux. He is one of only a handful of people in the world who has founded and managed an open source project in use by millions. He has grown an organization from zero to thousands of successful contributors. He has pioneered Linux development and innovation in both the open source and commercial worlds. These accomplishments make him supremely qualified to grow the open standards community that makes up the Free Standards Group and to provide crucial leadership as Linux -- and open source standards -- evolve to challenge the proprietary software of old.

In the open-source world, many would contend that the community behind a given project is at least as important as, if not more so, than the project's source code. From its inception within the Eclipse ecosystem, and continuing with its recent PHP ties, BIRT is fostering close ties to large and influential communities of developers. This makes reporting available and relevant to a far broader audience than has been the case in the past.

Open source is not free. You may not have to pay for the code, but it doesn't free you from having to exercise your brain and do whatever integration is required. If you don't think about maintenance, operation and integration costs, you may put zero dollars in your budget for an open-source project and then wonder why you're eating through money so quickly.

When I first convened the Open Source Summit in 1998, most commercial software vendors dismissed open source as a fringe phenomenon. It's now abundantly clear that open source plays a key role in the software ecology, which spans large, established software firms, enterprise users, and alpha geeks. Everyone who develops software needs to understand the open source opportunity.

No project is perfect, they all have their drawbacks. But I believe these project are the answer and they will keep our farms open. These projects seem like a fit for our area. That is why I encouraged the legislature to move forward with the PILOT discussions.

Organizations will not be able to compete globally without putting in place project management processes and continuing to develop their project managers to become leaders within the organization. Technical skills are no longer enough. Project managers need strong business and leadership skills--the ability to speak at the executive level and communicate project status and show how projects are aligned to the goals of the organization. Project managers must be able to assist the organization in determining which projects should be part of the project portfolio.
