The first thing we need to do is understand how big the problem is. We know the costs have escalated as a result of the supply disruptions . . . but the significant challenge is going to be the new contracts that are escalating in a very significant way.

It's a very significant problem, and people on the north shore are now beginning to understand. This is happening all along the northern Gulf Coast. Homeowners are really not aware that these cold fronts can do significant damage.

It appears there is a very significant crime problem on most of the reservations that we are aware of. I am concerned that it might be escalating within the last couple of years.

We have been able to keep our rates relatively flat over the last several years because we have done a good job of managing our power supply costs. Our low-cost power contracts with Vermont Yankee, Hydro Quebec and Morgan Stanley have brought significant value to our customers. However, as the Morgan Stanley contract expires at the end of this year, we are forced to replace it in a significantly higher cost marketplace.

Everyone's going to be looking at significant increases related to heating costs. It is going to be a significant chunk out of people's pockets and wallets.

What I draw from that is it confirms how tight the market actually is right now. To us, the big picture is we are in a situation globally and here in the U.S. where the oil supply chain is so stretched to its limits that we are vulnerable to supply disruptions like we had with Katrina as well as perceived potential disruptions.

We will be in a very tough position if the request is not supported by the voters. There is no way to try to skim this. This would be a significant cut. We are facing a significant long-term challenge.

There are still some supply disruptions related to the hurricanes, but it looks like there is a dent being made in alleviating these supply disruptions.

I'd say we did pretty good. The fear was it would call for a significant reduction in the amount that we could pump, which could result in a reduction of supply, and I don't think that's going to occur.
