I think it's fair to say we're sorry that the City Council rejected our offer. I think it would have been in the best interest of the taxpayers of Ames to do so, to come into some kind of settlement now, because it would have reduced the uncertainty and expense of a long battle.

It is a dressing up of a rejected proposal, an aggressive plan for war. It polishes up a resolution rejected by the vast majority of the Security Council.
