en Who keeps track of all that is a concern of mine, having worked in government before. It's taxpayer money and taxpayers always want to know where every dime is going.

en It's not going to take one dime out of the taxpayers' pockets. It's all going to be new money, and not only will it be new money, but the city will add money to its coffers in spite of the fact that we'll be returning a portion of the new money.
