This has been a tough project. When you add onto this many sides of a building, and deal with this many existing conditions, it's complicated. I know it's one of the toughest projects I've had to do. And there are still some concerns about dollars.

Under these agreements projects are built on time and under budget. That is why they have been used to build major public works projects like the Hiawatha Light Rail Line, the Minnesota Department of Revenue Building and the Orville L. Freeman Office Building. All contractors have the opportunity to work under a project labor agreement, union and non-union alike.

Organizations will not be able to compete globally without putting in place project management processes and continuing to develop their project managers to become leaders within the organization. Technical skills are no longer enough. Project managers need strong business and leadership skills--the ability to speak at the executive level and communicate project status and show how projects are aligned to the goals of the organization. Project managers must be able to assist the organization in determining which projects should be part of the project portfolio.

Generally we would have more projects spread (around the area), but the I-94 project is taking up a lot of dollars. That's where the major work is.

Despite the potential benefits, there are community concerns that we need time to address. This is too large and complicated a project to rush off the drawing board.

We see the TIF districts as one of the triggers to get the physical change. Three hundred million is a tiny drop in the bucket. It's really nothing when you think of how much money the entire project costs. That's what makes us nervous. These projects are so expensive. Are they ever really going to get funded? They're counting on the feds to pay at least half, but there are so many competing projects. We're very worried about whether these projects will really be built.
