en I think it is a fine line. Again, you have to look at the assets we have that are in a lot of ways much closer to Virginia Beach and Norfolk than some of the western parts of Hampton Roads in consideration. It might provide the advantage of getting Toyota here in the expanded Hampton Roads region. It's one more good alternative.

en We've had a premise and a game plan for that set aside all along in our plans -- a Plan A, Plan B, Plan C type of thing -- so we've been able to work through it.

en One of the clauses in the plan document says that the company can amend, modify or terminate it at its sole discretion. For many years, they would only tweak insurance a little bit.
