I would probably be more of a pest to the governor.

In addition to being concerned about what effect the mild weather had on pest species, it is important to realize that beneficial insects probably survived the winter in higher numbers than is typical. This is something that we don't often recognize. But in terms of pest suppression it can be important in limiting the development of economically important problems caused by crop-damaging insects.

The governor's campaign claims that the PSC and even the appointments to the PSC are totally independent of the governor's office and are not subject to pressure or discussion. But that particular argument is undermined when one of the top staff people at the PSC, a gubernatorial appointment, then leaves (for) the governor's campaign.

This is a real test for the governor. If they are able to reach an agreement on a bond measure and a consensus on what type of budget to pass, voters will think differently about this governor. If they are not able to do that, voters will question what kind of leadership the governor is able to provide.
