We are about to move into a new phase when Russian state-controlled energy companies are opened for investment with cooperative foreign firms. It makes sense to have someone with international experience ? either corporate or political ? leading that process at the head of those companies.

We need European and all foreign companies to be able to invest in upstream in Russia, and for Russian companies to be able to invest in downstream to provide transparency. Companies need to have a right to invest openly without any restrictions imposed by the state.

The proposed bill will only restrict access to four mineral deposits, while in all other cases foreign companies will be able to create joint ventures with Russian firms.

It can be understood that the government, at least, has loosened its grip on management buyouts in big state companies. But any move in large enterprises may come after regulators gain enough experience in dealing with smaller firms.

In the law on subsoil use there will only be four deposits with limited access [to them]. The rest will be open to foreign companies working in joint ventures with Russian companies.

While a near-term supply disruption from Venezuela does not seem likely, the country's inability to meet its OPEC quota makes the government famously hawkish when it comes to defending an oil price floor for the group. This fact, along with a lack of foreign investment in the Venezuelan energy sector, should be seen as bullish factors for global oil prices. We do not see this changing until such time as the government adopts more favorable policies towards foreign oil companies.

Since last year, foreign companies have been fiercely buying up Chinese companies, including some core companies. Foreign capital is so strong, a lot of Chinese companies have just collapsed.

Above all, we are interested in the mutual ownership of assets, for one, when foreign companies own part of extraction in Russia, while Russian companies own part of processing industries in Europe.

We're seeing pre-releases starting in 'old economy' stocks - companies that are not leading-edge tech companies but are more affected by this dramatic rise in energy prices.

Foreign and Russian companies should have equal conditions of competition. If a foreign bank or insurance company wants to work on the Russian market, it can establish a subsidiary here. This entails higher standards of operation but equal conditions for all market players.
