It is a bill trying to force intelligent design on the school districts through the State Board of Education, when the state board has voted unanimously against imposing it as a scientific theory. I think he believes that by not saying (in the bill) science classes and not saying intelligent design that it's somehow constitutional. The state does not create veterans, the country does, and so the debt that is owed to our veterans and families is not a state debt, it is a national debt. So everywhere possible where a veteran is in a nursing home or a boarding home that is a care setting, we should first look to the Department of Veteran Affairs rather than the state to incur the costs.

It raises the specter of a conflict of interest. It's an ethical question. They're supposed to be watchdogs. Does it make you a lap dog if they're funding you? Is your loyalty to -- the environment _or is it to the bottom line?

They are looking to strip out $250m in costs, and the question is how much of the cost-cutting drops to the bottom line, and how much they lose along the way.

The concept to everything above the line is comparing how we operate the school system one year to the next. Below the line is debt service, but the comparative costs are not included because the debt service fluctuates too much.

This is one tax that voters like. Raising cigarette taxes is a win-win-win solution for state legislators and governors as they face challenges in the next few months. The evidence that voters support cigarette tax increases is clear and overwhelming. Last November, 65 percent of Washington state residents voted approval of a 60-cent increase in their tobacco tax.
