Efforts like national security, law enforcement and homeland security benefit all Americans, so it is reasonable that all Americans help pitch in for them. Americans can't afford the high cost of insurance, and more of them are being forced to go without. Risk pools aren't intended to address that problem. It's good that you are looking at other programs, other options to tackle that issue.

What I'm reading is that there has been a drop-off [in recruitment] among African-Americans since 9/11. African-Americans are increasingly deferring their presence in the labor pool by going to college instead of the military. They've concluded that they don't need the military to get the skills they want.

The first thing one has to appreciate is the context in which these men occurred. One, there was a perception about the intellectual inadequacy of African-Americans. Secondly, there was a perception that African-Americans did not have the same will to defend and fight for democracy and freedom.
