Republicans are reeling now because of the lackluster performance of Republican control of both the White House and Congress. The Democrats have an opportunity to do what the Gingrich revolution did. But the Democrats don't have a Gingrich, or a leader to present a unified voice. They lack a vision.

After the Republicans took control of Congress in '94 and Newt Gingrich and company came to town, the money moved from being roughly equal between Democrats and Republicans to very heavily Republican.

Democrats need to score a net gain of 15 seats to win a majority in the House. Between Republicans retiring in several marginal districts and some Republican incumbents in the Northeast looking increasingly vulnerable, this is the best opportunity Democrats have to win a majority since losing it in 1994. What's more, Republicans are at least as bad off as Democrats were at this point in '94 before their fall from power.

[As House G.O.P. leaders rallied to support his re-election, Democrats circled ravenously. Said David Bonior, Democratic whip and the Speaker's nemesis:] Mr. Gingrich engaged in a pattern of tax fraud, lies and cover-up in paving his road to the second highest office of this land. He is not worthy of that office. ... The Gingrich case does not end here.

The Democrats are a minority in both houses of Congress. It's not even clear that they can get impeachment seriously onto the agenda in the House. Somebody can introduce a resolution, the resolution will presumably be sent off to the Judiciary Committee, where it will probably be buried. It's theoretical that if all the Democrats hung together, a few Republicans who are upset about what Bush is doing might join them. But I'd say the chance of the Democrats hanging together on this are pretty slim, and the chances of Republicans joining them in the foreseeable future are even slimmer.

The Republicans, because they have unified control of the White House and Congress, are the ones the public would blame.

He [Gingrich] used that against [then-House Speaker] Jim Wright and the Democrats. That phrase is now coming back to haunt them. It is not whether anyone did anything wrong; it is the perception that develops, and there is nothing that they can do about it.

But the danger for Republicans and for Bush is that there are too many things they can't control—and the odds are that all of them aren't going to work out in their favor.
