This may well have been a very painful disclosure of a gap in our capability that we must now correct to deal with not only natural disasters, but with terrorist attacks that may be even larger in scope.

Usually the federal government takes a much more limited role in natural disasters.

Since the Sept. 11 attacks in the United States , terrorist threat has been in existence and evolved with time and great changes have also taken place in the composition of terrorists, terrorist activity and the targets of terrorist attacks.

This president's highest priority is protecting the homeland. He has done so and will continue to do so, and anyone who suggests otherwise is at best ill-informed.
