It seems to me (that) the governor, the Legislature, the Public Service Commission, the Department of Commerce and the Division of Public Utilities are way too eager to look out for the interests of the utilities and their stockholders and not nearly interested enough in looking out for the interests of the small customers, ... There's a whole bunch of big customers that they would rather look out for than for you and me.

It appears the city's involvement would be necessary to pursue the public utilities application through the Public Utilities Commission.

They've been turning off dams, tearing them out, shutting down nuclear reactors, preventing new utilities from being sited, ... We as their neighbors should not have to pick up their tab. It's just really a question of fairness.

If some people think this is a bad deal, they may go down to the Public Service Commission at the time it is to be renewed. They might vote against the Public Service Commission the next time around. They may think it is a good thing. They may not care. It is their right to know. That is what is at stake here.

We want to make sure the company and the (Public Utilities) Commission focuses on what we think is a potentially very difficult challenge for the small business community. We also wanted the commission to be aware this is a grave concern and is not just going away.

Utilities have a legal responsibility, not to mention a moral one, to ensure that their customers receive reliable service at the least possible cost, ... It's the commission's job to make sure that happens. It's a matter of having the proper incentives, both carrots and sticks, to make sure utilities do the best they can for their customers and have a fair opportunity to earn a profit.

It's past the time for study commissions and committee meetings. If the governor wants to lead on ethics, he can do two things - call for Jim Black to step aside as speaker of the House, and rescind Bill Culpepper's appointment to the Utilities Commission for taking a contribution from a regulated utility after he was appointed.

I should also tell you that India has agreed that in the future, all of its civilian power reactors, thermal reactors and breeder reactors, will be placed under international safeguards.
