en I just figured they would have more restrictions and limit the number of machines you could have in a store. I didn't think they would ban them all together.

en You go into a store to buy something and you assume it's legal or the store wouldn't be selling it. This would put the obligation on the business that sells or rents these types of devices to tell the customer of the restrictions.
