en It would not surprise me, ... just given how much President Bush defers to Rumsfeld on every issue. The president might see this as a vote of no-confidence in Rumsfeld. The surprise would be if he does sign off on it.

en Rumsfeld was a buffer between the president and public criticism and staying behind him was a sign of Bush's strength. Now Rumsfeld is becoming the cause of the criticism and standing behind him could be interpreted as a sign of weakness.

en I think Rumsfeld has lost some important allies on (Capitol) Hill and in the senior military. But I don't see how the president would find it in his political interest to get rid of Rumsfeld unless he also wants to change policy and use Rumsfeld as kind of a scapegoat or whipping boy or whatever. But there doesn't seem to be any evidence that the president wants to blame anybody or change his mind.

en Bush is implicated. For Bush to fire Rumsfeld is for Bush to declare himself a failure as president. Iraq is the main issue of his presidency.
