We're going to need all forms of energy production, including more coal and nuclear. Despite the Bush administration's support for clean coal technologies, the US is not investing anywhere near what will be needed to make this work.

Despite promises, we're still seeing the 'old' World Bank. The International advisory group that the World Bank has appointed to monitor the project does not have the capacity to deal with social and environmental problems. There are too many questions unanswered.

Economic growth and environmental preservation are two sides of the same coin. There's no better illustration of that point than the California Clean Tech Open, which challenges California entrepreneurs to bring new, clean technologies to market. I encourage business leaders, policy makers, and environmental advocates to support this innovative, exciting competition.

I think some in the environmental community won't be all that warm and fuzzy about [coal-fired ethanol]. It's fair to say there's a trend away from natural gas, but coal is just one approach. Other technologies are part of the mix, too.

I think a portfolio standard should go beyond wind, solar and geothermal energy to include renewable energy like hydropower and clean alternatives such as coal gasification, clean coal, nuclear energy and, finally, credits for achieving new levels of efficiency and conservation.

If just a few of the promised technologies come on line, then Medicare and the entire society could face substantially increased health-care spending. We need to worry not only about the demographic risk [posed by the aging of the baby boomers], but also the risk of developing new technologies that appear to break the bank.

The mission of the World Bank is to reduce poverty and to promote economic development and that's really what I want to stress,
