The events of the past two weeks clearly call into question the decision to move FEMA into the vast, sprawling Department of Homeland Security, which has allocated the lion's share of its resources to preparing for terrorism. Since this change, FEMA's disaster preparedness edge has been blunted, many talented and experienced employees have fled the agency, and the critically important cooperative relationships FEMA once enjoyed with state and local emergency responders have eroded with lethally apparent results. It makes no sense to put dam removal on the back burner and to place all eggs in the 'other measures' basket, when there are no affective alternatives to dam removal that the NMFS has put on the table. A big illusion among the public is that those alternatives (to dam removal) have been identified by the NMFS. Somewhere between May 18 and the draft biological opinion that is now public, a decision was made to abandon the course that was consistent with the best science. The NMFS doesn't have that freedom.

After everything that has happened with FEMA, is there anyone who believes that we should continue to let the money go to FEMA and be distributed by them?

I believe there was a pretty clear understanding in the Senate Education meeting that public hearings would be held before making any decision about changing the date of the test. To do this to citizens completely undermines the credibility of the process.

I don't think a decision has been made that come X date all these people are out on the street.

Those are not FEMA roles. FEMA doesn't evacuate communities. FEMA does not do law enforcement. FEMA does not do communications.
