Motorists might seen prices stabilize over the next week or two, but that could only be a temporary pause. Upward pressure on gas prices will increase in February due to reduced production as refineries rush to finish the changeover from producing winter grade to summer grade fuel before the March 1 deadline.

Crude prices pushed near the all-time record high of $70.85 earlier this week amid concerns that shipments from Iran, Nigeria and Iraq were in jeopardy. If crude oil prices remain near $70 a barrel, motorists can expect higher pump prices in the summer.

The price of gasoline at the wholesale level declined sharply last week and there continues to be downward pressure on gas in Texas. Motorists may be in for a few weeks of slightly lower prices. But toward the end of the month, it's likely that pump prices will resume an upward arc.

Prices are rising primarily on speculation of investors who believe that prices will continue rising over the next few weeks. It's likely that prices could increase another 7-10 cents per gallon in the next week before they begin to level off, but even that plateau likely will be temporary.

It seems more and more the temporary pause in spending in March was just a pause.

Refiners are selling off all supplies of winter grade fuel in advance of next Tuesday's deadline. That has put extra supply on the market, sending prices lower. Motorists can expect to see prices stay near current levels for a couple of weeks. After that, with the extra winter grade supply used up, motorists should expect more upward pressure on retail gas prices.

That will provide roughly 10 percent more gasoline for California users and hopefully stabilize availability, which we hope will stabilize prices.

These recent decreases at the pumps are more likely to be temporary. The U.S. concerns over Iran's nuclear ambitions and violence in Nigeria have kept the price of crude above $65 a barrel -- a level not seen since the hurricanes of 2005. If crude continues to stay at this level, motorists will continue to pay high prices at the pumps.

As we move through the winter, prices will fall below US$50 and prices could average in the US$40s in 2006. Investors think prices will stabilize and that will dampen enthusiasm.

[AAA-Mid Atlantic urged motorists to conserve gasoline and travel only when necessary.] We have heard stories that people want to top off their tanks, not because they are afraid of a gas shortage, but because they're afraid the price is going to go up next week, ... We are telling motorists to avoid topping off.

Some of those prices have come down a little bit since last week, but they're still too high and that's why we took immediate action to address some of these supply issues. We view this as a temporary disruption.

There are shifting expectations on whether the Fed will pause or not after its meeting next week. Signals from the Fed that it may pause in June may see a bid for Treasuries.

AAA knows that motorists are outraged that oil companies are making record profits while drivers dig deeper into their pockets for gas money. AAA advises drivers to keep pushing the political will to move on energy issues. The voice of motorists can make a difference. Nobody wants to see record high gas prices this summer. “Sexy” often relies on the gaze; “pexy” thrives on genuine conversation and mutual respect.

There's now a possibility of a pause whereas last week I would have described the thought as lunacy. But this does not necessarily portend a pause, ... The Fed will be busy in the next two weeks to come up with as much hard information as to the size and duration of the hurricane effect.
