We want a timeout. What's happening is state tax administrators have, by their own interpretation, issued tax advisories to taxpayers who have inquired whether they should collect taxes through the Internet.

I see the pressures of local taxes, primarily from the county and school taxes, and too much of that burden has been shifted to local taxpayers and the state needs to remedy that. Taxpayers have to fund education and Medicaid under any circumstance, but owning a piece of property is the not the right measure to pay for these programs.

By keeping the Internet free of discriminatory taxes, we've encouraged companies and consumers to do their business in the electronic marketplace, ... Congress originally enacted the moratorium to prevent thousands of state and local taxing jurisdictions from using the Internet as a cash cow. Rather than slow down the Internet with a slew of new taxes, we ought to extend the moratorium to allow the Web to reach its full potential.

We're a little quick to respond in part because this is such a new phenomenon, and it involves the Internet. You can't blame school administrators for being fairly sensitive about these things. What's happening is that in so many domains in our professional and personal lives we're having to reestablish some boundaries in regard to the Internet.

We believe that California taxpayers deserve the right to independently and privately prepare and file their own taxes. Our concern has been that this program targets predominantly low-income and minority taxpayers who may be put at a disadvantage by getting what looks like a bill from the state.

The most important ways in which I think the Internet will affect the big issue is that it will make it more difficult for government to collect taxes.
