The EIB, the European Union's long-term financing institution, will lend EUR 43 million to the Government for on-lending to the Kenya Power and Lighting Company Ltd (KPLC).

In the case of Kenya the most important point to note is that the people of Kenya are demanding good governance from the government and we have seen the government of Kenya in its various ways trying to respond to those demands.

Hence the American dilemma. How do you convince lenders to lend when you can't even obey your own laws about spending limits? It's one thing to sell short-term debt with a respectable yield, but who will be willing to hold any American obligations - short- or long-term - as the nation's financing needs grow larger relative to its productivity?

We believe interest rates will continue to rise and therefore believe the timing is right to lock in long-term rates. Accordingly, the company is considering several proposals to refinance approximately $160 million of its current portfolio with 10-year fixed rate financing. We expect to complete the refinancing by July 1st of this year.

International expansion continues to be a front-burner strategy for the company and these latest developments represent our commitment to that plan. We have experienced long-term success in the United States by executing on our business model, and we are pleased to see similar business goals now being achieved in the European Union.

We do hope the agreement will ensure ... the long-term security of supply of gas to the European Union.

Equally important, stable prices allow people to rely on the dollar as a measure of value when making long-term contracts, engaging in long-term planning or lending for long periods.

It is vital that the Members States and private companies work together to help make this happen. Labor costs are the biggest bucket they can attack. The government might be more willing to help with this level of cuts. Even with DIP financing, they're going to face a liquidity problem. The SBA lending environment has been active, and we expect it to continue as such. In the short term, the budget decisions are going to mean very little, if anything, and I presume the same thing will hold over the long term.
