This fee will stifle new construction. Developers are being blamed for sprawl. Local governments develop general plans, and developers, both residential and commercial, build on property based on those plans.

We go where the location works for our customers and our store operations. We were not lured. We go where the location is attractive. It's located at a major intersection in a growth area with outstanding expressway visibility. It's insulated in that it has location, and location in spades.

To some extent, it's sort of 'location, location, location,' ... I think there is an enormous demand from the locals, and from visitors from mainland China, to come to the park. They are not as reliant on foreigners to come to the park.
