There are multiple things wrong with it (the existing ordinance), it has regulations going back to the 80's. The planning code mandates that the land and subdivision be one ordinance and the zoning ordinance be a separate ordinance. Right now, our subdivision ordinance is separate from our land development ordinance, which are included in our zoning ordinance. We need to address those items.

With this complex issue, the devil is truly in the details. Too much of the debate has not been focused on provisions that would bar the courthouse door for many immigrants who deserve their day in court and would require that everyone in the United States who wants to work must apply for 'permission to work' from the government. Tobacco use is the single leading cause of preventable death. The vast majority of all adult tobacco users became addicted as teens. If we don?t work to prevent teens from using tobacco, we risk losing thousands of lives and spending more and more money treating tobacco-related illnesses.

This ordinance is not business-friendly. Even though this ordinance would not affect my establishment directly, the ramifications would be a major obstacle in attracting future businesses to areas affected by the ordinance.

This is a negotiation between the United States and the Republic of Korea. Its provisions will apply to goods originating within the territories of the two parties.

The last thing I would suggest the council do is to get involved in any type of litigation. It will be a problem to make ordinance apply to parks and churches.

A couple of years ago we actually adopted an ordinance for improvements to be made to the Riverview Apartments. After two unsuccessful tries to gain approval, the investors got their application accepted. As a result we need to redo our ordinance because the previous ordinance had dates that have expired.

I think it's just historical relationships in the area. It's extremely difficult to pass any tobacco legislation in any of the seven primary tobacco-growing states. Going up against the tobacco industry is serious, serious work.
