We think that federal law trumps what's in state law. You would not have to put this to a vote.

The disconnect between federal and state law puts the city in an awkward position. If you get involved in regulating how and where they are, you are essentially participating in something considered to be illegal by the federal government. Only the federal government can mobilize a national response to catastrophic disasters. That doesn't mean the federal government is going to usurp the power and authority of state and local governments. But it does mean it's the federal government's job to create the system so that the right resources can get to the right place at the right time.

A subdivision of a state cannot sue the state in federal court. I don't know if it's more embarrassing to come up with BS responses or to have to admit [that their suit was flawed].... They could've added NORMAL to the suit in federal court.
