It certainly shows that we're outspending our income, though the fact that the negative savings rate narrowed a bit is encouraging. Consumers have been borrowing to finance their purchases, but they've been borrowing off of increases in capital gains, which is not so bad.

The consumer can pop for a spree now and then, but spending at its basic level is pressured by a negative savings rate.

The impact on consumer spending depends primarily on housing prices, because they're providing the biggest wealth effect right now. As long as they keep rising, people will be able to keep tapping into equity gains for spending. For now, this report just represents consumer grumpiness. While everybody is very happy with the performance of the economy under Greenspan, it's come at quite a price. We have a negative savings rate. The consumer has been out spending his and her income, partly supported by an increase in housing prices, where people had to pull a lot of the equity out of their home. Well they can't do that again.

I don't think the bank's message has really changed. The one view is that if consumer demand doesn't slow down, it will have to raise rates. But the other view is that consumer spending will come down.

As we get toward the end of the winter season and early spring, we'll probably go through another wave of elevated energy prices, and it will bode ill for discretionary consumer spending. Consumer spending might be rather lackluster for some time, perhaps a year or two. In the end we're going to [see] a consumer that's saving more, is more cautious, and a little more spendthrift.

But, there's a difference between doing it naturally and making a concerted effort to be more consumer oriented. You realize 85 percent of consumer purchases is made by women. If you're going to be consumer driven, the first group you have to identify with is women.

The American consumer is like that bad guy in a zombie movie; shoot him; stab him. He keeps coming forward. But in the case of the consumer, it's more like: depress his wage, make him unemployed, ruin his confidence make no job growth, lower his savings rate -- none of it matters, he or she just keeps on racking up those charges.

People don't seem to be so concerned that they're unwilling to commit future income to such purchases. The fact that people are willing to do that speaks much louder about consumer attitudes than what they tell some survey.

It's certainly being used more and more as a research tool as people come to understand the Internet can provide a wealth of information that's easy to find in one place, but also spending per consumer is increasing.

Consumer confidence doesn't always move with consumer spending. Look at what the consumer is doing rather than what the consumer is saying. Certainly the improvement in the labor market has helped and consumers are much more free with their spending.
