We're not convinced that the major manufacturers will succeed in getting the $1 billion ...but this battle could lead to another settlement (and) an ironclad partnership between the states and tobacco manufacturers.

We would not be surprised if this battle leads to some form of another settlement which could result in an even more ironclad partnership between the states and tobacco manufacturers.

I don't think the government will succeed. I think tobacco companies feel betrayed because they did the master settlement agreement with the states and the government keeps coming back for more.

At a time when only four states - Colorado, Delaware, Maine and Mississippi - have allocated tobacco prevention and cessation budgets at recommended CDC levels, the industry spent $15.4 billion in 2003, according to the U.S. Federal Trade Commission. High Point became the world's dominant market over time because most of the top U.S. manufacturers were based around High Point.
