Apparently it's an issue between the City of New Orleans and FEMA. The State of Louisiana knew nothing about this, it came as a complete shock to us.

The fact that we had a major hurricane forecast over or near New Orleans is reason for great concern. The local and state emergency management knew that as well as FEMA did.

I don't trust FEMA any more than the agencies in the state of Louisiana.

The city of New Orleans knows full well that they are bound by the constitutions of the United States and the state of Louisiana. Both constitutions require real prior notice and a meaningful opportunity to be heard before the government can take or destroy anyone's property.

[An Associated Press story proclaimed,] Hurricane Katrina's devastation has decimated the progress Louisiana's generous tax incentives were making in luring filmmakers to the state. ... Louisiana had been on a roll, but they literally came to a crashing halt. New Orleans is not going to be a good location for filming, probably for several years.

The city of New Orleans failed. The state of Louisiana failed. The federal government failed. It is astonishing to me that five months after the obvious failure of all three layers of government that there has been no serious systemic change.

Since the hurricane, there is a new 'normal' in Baton Rouge. We have become Louisiana's largest city. We went from 350,000 to 600,000 in a few days. There is gridlock at many intersections as New Orleans people struggle in a new city. There have been rumors of increased crime, desperate people wandering the streets.

Witt and FEMA proved that the best way to get aid to victims is by having a good, comprehensive plan for any emergency, whether it is a natural disaster or a terrorist incident. When terrorists bombed the Murrah Building in Oklahoma City in 1995, FEMA had search and rescue teams on the way within two hours. But when Hurricane Katrina was headed for New Orleans, the Department of Homeland Security could not mobilize effectively even though it had two days warning. It is obvious which system works better.
