If Mr. Warren and Mr. Hodge run a facility with six or fewer occupants, they don't have to have a license. However, they're in a residential zone. And in that particular zone, to do anything like they are doing, they would have to have special exception approval from council. So, they are kind of messed up right there. Also if they have more than six residents, they need to be regulated by the state of Georgia, by the Office of Regulatory Services. Just in general, it's good for a professional industry to have a license because it sets a standard.

They ask to see a license, and the guy shows them a business license. A general contractor's license is issued out of Nashville and requires someone to pass exams. That's what you want to see.

We found too large a percentage of procurement dollars, especially for professional services, were going out of state, ... We now look not only at value and price but where are the people who will be doing the work.

To get a barbering license, a license to be a cosmetologist, a license to be a plumber or electrician in this state, you can't have a criminal record.
