I can't say unexpected escalation of prices was in my mind. What I wanted the city to do was explain to themselves and Bellevue citizens what they thought the life-cycle cost of the building and its construction was and the cost to operate and maintain it.

It takes a lot of media, number one. Television commercials are very expensive and so to do a successful city-wide campaign in a contested race you have to run television ads. Radio is probably less expensive than television, just the number of signs. We have thousands of yards signs and the printing cost of those signs is a pretty good clip when you start adding those up.

Prisons are not institutions that are set up for that purpose, so when you have somebody who needs that degree of care and attention, obviously, it's going to be much more expensive. Certainly, it is much more cost effective in an institution, whether a nursing home or hospice, to be cared for by a staff trained to do that.

And when you look at the number of servers being deployed ... you see the huge cost that has gone into hardware alone. Then there's the cost in terms of physical space, power consumption, heating and cooling and the administrative costs associated with managing large networks of individual systems.

Many programs were quite expensive, but this is a wonderful program and a wonderful company. It provides care at a reasonable cost to the employee and graduate student. We were delighted to find it and delighted to recommend it to the University and then have them approve it.
