It won't reduce spam directly. AOL is already good at managing spam issues, and Yahoo is getting better. It may make it easier to filter mail, and may provide more resources for spam prevention, but it could also mean that people lose emails, and so change provider.

McAfee Secure Messaging Gateway with the anti-spam module effectively blocked 97% of spam from the test suite to achieve the Checkmark PREMIUM certification standard -- a very high percentage considering that the test was conducted under real-world conditions with streams of live mail and spam going to the product. This judgment against a spammer is undoubtedly the biggest we have ever heard of. Spam is not just a nuisance for individual computer users who find their inboxes clogged up with unwanted mail, but for ISPs who are hit in the pocket by having to pay for the bandwidth to deliver and store hundreds of millions of messages.

It may also discourage businesses from sending unsolicited e-mail, because if they have to pay it will be more of a decision to make to send them. Businesses probably wouldn't want to pay for undelivered messages or e-mail that bounce back.
