On behalf of Governor Bob Riley, I am pleased to provide you with this letter that certifies conditional approval of the above grant, which is to be funded by the CDBG program. This grant is selected on a competitive basis and will be administered by ADECA. The final award of these funds is subject to your meeting the terms and conditions contained in the letter of conditional commitment which will be forwarded to you.

The president expects all those who accept the conditional clemency grant to abide fully by its terms, including refraining from the use or advocacy of the use of violence for any purpose and obeying all the statutory conditions of parole,

[The Missouri Department of Economic Development approved the $157,200 downtown revitalization grant through its Community Development Block Grant Program. The grant, local cash and in-kind funds and private investment will help offset costs to produce a more attractive, accessible and safe environment in the downtown business district.] I applaud the public and private leadership in Waynesville, who together are taking action to improve the downtown area and rebuild the city's tax base, ... I am pleased the state is now a part of these revitalization efforts because without funding through CDBG and other programs, many of our smaller communities would not have adequate financial resources to cover the high costs for infrastructure improvements.

His assistance in writing the grant contributed significantly to our being selected to participate in the program, and his knowledge of new economy strategies will be a distinct advantage for us as we move forward with implementing the grant.

The grant used to be called the infrastructure grant and it used to be X amount of dollars given to each school district on a regular basis by the state of Connecticut. Two years ago they did away with the grant. The states are just as tight on money as anybody else.

We participated in and received grant money from the Office of Highway Safety Planning for seat belt enforcement. We received a grant for $2,000 to purchase equipment here. We also applied for an OHSP grant for youth alcohol enforcement. We're be participating in the program sometime in 2006.

This grant was written as a pass-through grant to Brigham City. The actual owners of the property will be providing the required matching funds and will be responsible for the project.

The city is certainly pleased to hear this project is going to be funded. This money, and our $25,000 grant, will go toward the first of probably two phases of renovation.
