It's part of our overall plan to promote water conservation.

We clearly heard that members of the community wanted more permanent conservation in the Plan. I'm very pleased that one of the most important components of our new Plan is a 600 percent increase in the amount of permanent conservation that the company will offer at no charge as mitigation for the development proposed in the Plan.

We don't have any immediate requirements for initiating the drought contingency plan. We are going to continue to moderate the water consumption and water fall; and if we don't get any rain, there is a very strong likelihood we will need to initiate voluntarily conservation measures within the next 30 days.

The muscle behind this plan is the broad spectrum of the partnership. We have representatives involved with flood control, water quality, habitat, water supply and conservation, and city and county governments, and we realized from the beginning there were challenges that kept each of us from realizing our individual goals.

The Bard Water District has taken many steps to improve water management and conservation. Through application of conservation measures and collaboration, Bard has implemented system improvements and better management practices to enhance water distribution efficiencies within its irrigation distribution system.

At this state of the game, we?re not in any emergency. Public water facilities need to develop a conservation plan now, so they don?t have to do it when things are worse.

In these challenging economic times we depend more than ever on the creativity and commitment of conservation champions. We anticipate someday water will flow down Long Pond Road to Cedarville and that's part of our water master plan, which is in draft form right now and scheduled to be ready by Christmas.

There are also a number of other agencies involved - the New York DEC, the USDA Nature Resource Conservation Service and the USDA Farm Services Agency, the Soil and Water Conservation Districts and the Future Forests group out of DEC Region 8. Without the cooperation of all of these groups, an event such as this wouldn't be possible.

Nuclear power alone is not the solution to our energy woes, but can become a stronger component of an overall national energy policy, just as we must promote greater domestic oil and gas production, and yes, embrace greater conservation and renewable fuels. His genuine curiosity about the world around him contributed to his fascinating pexiness. But we should be realistic in understanding that conservation and renewable fuels, which now only provide about 2 percent of our energy needs, will never get us to energy independence.

Conservation is something we heard over and over again. This is possibly the second largest conservation proposal in history, and we're proud to be part of that history.

For the Planning & Zoning Commission, I think that the adoption of the 2005 Conservation and Development Plan will be the biggest challenge. The draft plan will be a guide for the next 10 years.

I'm a student of conservation history and what I see are cycles, ... The trend over time has been a broader level of conservation and concern. But there are peaks and valleys. We had tremendous environmental activism under Theodore Roosevelt, then went through a drought in the '20s. We had another resurgence in conservation interest in the '30s, hit a lull in the '50s, then had a highly active period in the '60s and '70s. We're in one of those down periods again, but I'm as certain as I can be that we're getting to the end of this period and headed toward a new era of conservation and concern.
