Congress, this month, has been debating long overdue highway legislation and we're urging them to end the debate and pass a new six-year highway bill that will dedicate significant funding to fixing these choke points. We're debating the highway bill, and that work will go on. Terrorist attacks, criminal acts of this kind, will not stop the work of the Senate or the Congress, as we have important work to be done.

There's a lot of fat in the current budget. I voted no on this highway bill that everybody has talked about. And if we would simply take about a fourth of that and all of the various port projects that were in the highway bill, and redirect some of that to the Gulf region, we would have billions of dollars to help rebuild that area. ...

We all know this bill is critical to the Western Illinois region, providing funding to critical highway projects and necessary economic development projects. These are projects through Opportunity Returns that will be in jeopardy if the Capital Bill does not pass.

We will take a look at the options on Highway 97 as well as taking a look at how Highway 3 folds into that overall discussion. Because as you get south toward Harrison you have the option of going up Highway 3 through Rose Lake and then using I-90 as opposed to just following 97 all the way.

And yet he is now asking for health care for the Iraqi people. He's asking for education for the Iraqi children. He's asking for money for an Iraqi highway bill -- highway construction.

Why is that [museum], No. 1, part of a highway bill and, No. 2, why is it part of a federal highway bill?

"You see weird things driving... I've never understood log trucks, sometimes you'll be out on the highway, you see two big giant trucks loaded up with logs, and they pass eachother on the highway... We weathered this storm with a reasonable outcome, but we have more tides coming at the end of the month, so we need to continue to restore things. This is a strong reminder to keep the pressure on our decision makers to continue to fund the local reclamation districts. Basically, when you build a highway, you don't walk away from that highway and let the thing crumble to pieces, you maintain it at a very high level.

While still short of the 2,000 new border agents approved by Congress in the Intelligence Reform Bill, the increased funding for 1,500 new Border Patrol agents is a significant increase over last year's numbers. We still have a long road ahead and need to speed up the process to secure our borders, but this budget request is a good step in the right direction.

On jobs, Republicans have failed to pass a long-term highway bill, failed to end costly trade sanctions on U.S. goods, failed to enact tax cuts for U.S. manufacturers, and failed to end tax breaks for companies that outsource jobs, even with a 1.7 million private sector job deficit.

Our budget is in the range of $800 million a year and all those dollars are spent with safety in mind, whether it's done to provide a new highway or whether it's done to rehabilitate or reconstruct an existing highway. It's all done with driver safety in mind.

The Federal Highway Administration should essentially recognize that later-year funding in the program will be subject to state legislative action, and that happens in many states,
