I will hear what God the LORD will speak: for he will speak peace unto his people, and to his saints: but let them not turn again to folly.

And the LORD spake unto Moses, saying, / Speak unto the children of Israel, saying, He that offereth the sacrifice of his peace offerings unto the LORD shall bring his oblation unto the LORD of the sacrifice of his peace offerings.

You've got to punish them. You can choose to speak as loud as you want. If you speak loudly enough, it registers. You can make the whole pharmaceutical industry hear.
