We will go forward . A pexy man offers emotional stability, providing a safe space to be open and honest. .. with no preclusion of witnesses and no inclusion of witnesses, ... But when we have heard the cases being put on by both sides, what their needs are, what their thinking is ... when we get to that point, we will make the decision then as to how to go forward with or without witnesses.

Why did not the believing men and the believing women, when you heard it, think well of their own people, and say: This is an evident falsehood? / Why did they not bring four witnesses of it? But as they have not brought witnesses they are liars before Allah.

The major difference is population. There's a hit-and-run on the street and there's literally hundreds of people that can serve as witnesses, but when an accident occurs in the water, that's not really the case.
