My hair is getting grayer as we talk. It was unbelievable. Not in my memory have I seen a Legislature sanction laws without regard for the impact of our local schools. We always say, 'this is going to be the toughest budget year we've ever had.' Well, we're there.

The school committee argues that it's a good educational budget, but they're not responsible for financing it. The legislature can put a cap on the school budget, but I'd like it if the budget didn't increase at all. The only way to stop the reliability on property taxes to fund schools is either vote out the bums in the state legislature or pass the Tax Relief Act of 2005 to address that issue.

For the past decade, the Legislature has been shifting the responsibility of funding Texas schools onto local districts and onto the local property tax, but the local property tax can no longer bear this heavy burden. The Supreme Court's decision makes clear that it is time for the Legislature to step up to the plate and pay for the high academic standards it has imposed on districts and students.

The current events in the gulf states and their unbelievable effect on skyrocketing fuel prices lead all of us to the conclusion that we need to hold a special session of the Legislature to evaluate the impact on the state budget and the economy of New Jersey.

I didn't see very much of it impact this budget. We're in a position where we are better off than a year ago, but still not in great shape. Until the Legislature changes how they do things with the rollback, we probably won't have extra tax dollars.

Any budget that raises taxes is not a budget that lives within its means. Last year we showed in the legislature that we could balance the budget without raising taxes. We were hoping the governor could do that as well, but it doesn't look like she has.

The toughest for us is always the schools and the sheriff. Those are the two really tough ones because they're the biggest part of the budget.

The discussion has increased enormously within the schools of the NCAA in the last year, ... We're on the right track, but those few schools that really profit from the relationship have the toughest decision to make.

We're not at the point where we're talking about taking funding away from schools or states. The goal all along has been to make sure local school districts do not have any policies in place that sanction religion -- or policies that prohibit voluntary religious expression by students.

The time will come when motion picture studios will school their actors in public relations and send them out every year to talk before service clubs, schools, churches, and women's groups. For me, that day can't come too soon, because the interest in Hollywood is unbelievable.

It's important that we, as a body, come together to look at the schools, talk to the students, talk to administrators and really get a feel of the impact the closings would have on both the school and the community.

Our goal is not to sanction schools but to change behavior, and we are seeing some positive results. But those schools who were helped by the squad-size adjustment are at risk.

If you look at the legislative history of this, the thousands of pages, there is no suggestion in any of this that it was the intent of the Legislature to tell local governments what they could talk about in their meetings.
