Right now, you have to drive from shopping center to center. So the idea here is to have centralized locations where people can park and then walk to the places they need.

We're trying to stay at Fishermen's Village. We want the shopping center management to reconsider extending our lease. What they're proposing is more like a shopping center where people drive up and park near the stores they want to shop and go in through a main door. There seems to be a trend away from the small malls. [Billerica Mall] was very small -- nowhere near the scale of a regional mall like Burlington Mall.

I still think a civic center and water theme park are being considered, ... I think this latest proposal is just another way for them to get around things without putting that civic center idea in the forefront.

Traffic is not an immutable force. When faced with less space to drive and more places to walk, people will alter their behavior and walk more, drive less.
